We will hear from two experts, Hadley Etienne, FBI Supervisory Special Agent and Scott Scheurich, Regional Cyber Security Coordinator for the National Capital Region, and Part of the Fairfax County CISO’s Office. Supervisory Special Agent Hadley Etienne obtained a Computer and Information Technology Bachelor's of Science degree at Rochester Institute of Technology. Etienne has worked for IBM as a System/Network Administrator and with Susquehanna Investment Group on the American Stock Exchange as a Systems and Network Analyst and Programmer. In 2005, Etienne began his career with the Federal Bureau of Investigation and was assigned to the FBI’s Washington Field Office in Washington, D.C where Etienne investigated Violent Crimes and Major Offenders (Fugitive/Bank Robbery Task Force) in the DC metro areas. In 2008, Etienne was transferred to the Major Cyber Crime Squad where he investigated crimes related to computer intrusion, Botnet targeting, wire/bank fraud and the infringement of Intellectual Property Rights. In 2014, Etienne deployed to Bagram, Afghanistan on a temporary duty assignment to investigate contact and corruption fraud on the International contract and corruption task force (ICCTF). Most recently, Etienne served as U.S. Cyber Assistant Legal Attache to France where he investigated Cyber Crime with the French Law Enforcement. Etienne currently serves as the Supervisory Special Agent of the Major Cyber Crime Squad at the Washington Field Office where he serves a dynamic team of Agents investigating financially motivated computer intrusions. Scott Scheurich, Regional Cybersecurity Coordinator at Ashburn Consulting LLC 
Approaching 25 years of information security and technology experience, Mr. Scheurich has been involved in a variety of roles supporting National Capital Region (NCR) Urban Area Security Initiative grant programs since 2006, primarily with the government of Fairfax County, VA, a UASI subgrantee recipient. In 2019, Mr. Scheurich was identified as the NCR Regional Cybersecurity Coordinator. Regularly interacting with local government CISOs, he has fostered stronger relationships and sharing of cybersecurity program successes and challenges to help identify where the region can commonly invest grant and other funding to enhance the overall cybersecurity posture. Prior to the RCC, Mr. Scheurich was the Program Managers for the Identity and Access Management Service (IAMS) and the NCR Fire and Rescue CAD2CAD Service. Each program are past recipients of the Commonwealth of Virginia Governor’s Technology Awards. Mr. Scheurich works for Ashburn Consulting LLC, a small business in Loudoun County, Virginia, aimed at providing cybersecurity and high-end networking services and technology to federal, state, and local governments and educational entities. Mr. Scheurich is a lifelong resident of Northern Virginia. He received a bachelor’s degree in electrical engineering from Virginia Tech just as the football team was getting better. When he is not working, Mr. Scheurich enjoys time with his family, golf, and woodworking.
David Clow, Chief Information Officer (CIO) for the Metropolitan Police Department (MPD) 
David Clow is the Chief Information Officer (CIO) for the Metropolitan Police Department (MPD) Technical and Analytical Services Bureau (TASB). MPD-TASB supports the 6th largest police force in the United States, with over 4,500 employees, 3,800 of which are Sworn law enforcement officers. The ITB staff of 100 IT professionals manages IT infrastructure, CCTV, Body Worn Cameras, applications development, data warehousing, business intelligence, telecom, and help desk client support for those who protect and serve the District.
Before joining MPD in 2019 he worked as a telecommunications and IT professional for the District of Columbia since 2004 including fifteen years at the Office of the Chief Technology Officer (OCTO) in variety of roles of increasing responsibility until becoming the Associate Chief Technology Officer over DC-Net, the District’s Information and Communication Technology (ICT) program.
